IT Visa and IT Card in Uzbekistan 2026: Rules, Documents, Cost

By Natali Shumilovskaya · · 8 min read

The Uzbekistan IT Visa is a multiple-entry visa valid for up to three years for foreign IT specialists, investors, founders and executives of IT Park residents, digital startup participants and lecturers with an IT degree. It is issued on an IT Park recommendation, and that recommendation takes the form of the IT Card. The entry rules contain no separate digital nomad visa.

Key takeaways

  • The IT Visa is a multiple-entry visa valid for up to three years, issued on an IT Park recommendation; the recommendation itself takes the form of the IT Card.
  • For citizens of visa-free countries the IT Card alone is enough, as the IT Park Directorate explained; for everyone else the card is the basis for the visa.
  • The entry rules contain no separate digital nomad visa: the nearest equivalent, the IT Visa, is tied to status and a USD 30,000 threshold.
  • There are five categories; four of them carry a threshold equal to USD 30,000, while the programme site still shows the outdated USD 10,000 for investors.
  • The duty for a three-year multiple-entry visa at the general rate is 14 base values, or 6,160,000 UZS at a base value of 440,000 UZS from 1 September 2026.

What the IT Visa is and how long it lasts

The IT Visa is a separate visa category in the rules on entry, exit and stay of foreign nationals: multiple-entry, valid for up to three years, extendable without leaving the country. This is set out in Cabinet of Ministers Resolution No. 408 of 21 November 1996, as amended by Resolution No. 734 of 21 November 2025.

You can work on it without a separate work permit, but the visa has nothing to do with taxes. The tax regime goes to a company together with IT Park resident status, not to a person together with a visa; what that regime includes is covered in the article on IT Park resident taxes.

There is a procedural detail that is rarely mentioned. The IT Visa is issued and extended inside the country to foreigners who entered on a business visa, a guest visa or a compatriot visa issued in non-electronic form. You cannot switch to an IT Visa from an e-visa, so choose the type of entry visa before you travel.

What the IT Card is and how it differs from the IT Visa

The IT Card is an IT Park Directorate recommendation for a foreigner, issued as a card: under the order of the Minister of Digital Technologies it is valid for up to three years. It is not a visa. A citizen of a country with a visa regime uses it to obtain an IT Visa, while for a citizen of a visa-free country the card alone is enough, as the Directorate explained in 2022.

The programme portal explains the difference this way: the visa gives you the legal basis to be in the country, while the card opens practical benefits. In a founder’s story published there, both were obtained with a single application.

IT Visa vs digital nomad visa: what is the difference

A digital nomad visa is a separate category for remote workers and freelancers who live in a country and work for clients abroad. Uzbekistan has no such category: the words “digital nomad” do not appear in the text of Resolution No. 408, and the closest equivalent is the IT Visa.

The IT Visa looks similar but works differently. It is tied to status and money: a specialist needs an employment contract with a legal entity that is a resident of Uzbekistan and confirmed income of at least the equivalent of USD 30,000 over the last 12 months. A freelancer with no employer in the country and no such income does not meet that condition.

Important If you work remotely for foreign clients, check whether you fit one of the five IT Visa categories. If not, the question of a long stay is for a migration consultant, not for IT Park.

Who can get an IT Visa and IT Card in 2026

There are five categories, and four of them carry a money threshold of the equivalent of USD 30,000. The list is set by the order of the Minister of Digital Technologies, registered with the Ministry of Justice as No. 3387-1 of 6 March 2026; it took effect on 7 March 2026.

CategoryCondition under the current wording
IT specialistIT qualification, an employment contract with a legal entity that is a resident of Uzbekistan, and income from IT work of at least the equivalent of USD 30,000 over the last 12 months
IT investorFinancing of an IT company of at least the equivalent of USD 30,000, or a stake in its charter capital of the same amount
IT Park resident founderA stake in the company’s charter capital of at least the equivalent of USD 30,000
IT Park resident executiveSole executive body: income of at least the equivalent of USD 30,000 over the last 12 months
Digital startup participant or foreign lecturerA founder or specialist of a startup project in the programme; a university professor with an academic degree (candidate of sciences, PhD, DSc) in IT. No money threshold
Mistake Applicants take the investor threshold from the programme’s main page. outsource.gov.uz still shows USD 10,000, but the threshold in force is USD 30,000, as recorded in order No. 3387-1.

The threshold is counted from documents, not plans. For a specialist it is income over twelve months; for an investor, an investment or a stake in the charter capital. If the stake still has to be raised to the required amount, the application is filed after the changes are entered in the constituent documents.

What the IT Visa and IT Card give, and what they do not

The visa and the card solve migration and everyday matters, not tax ones. According to the programme’s official page and the story on the portal, the set of rights is as follows.

The visa and the card carry no tax benefits, do not grant a company IT Park resident status and do not replace registering a legal entity. These are three separate procedures, and resident status is granted to a company on an application to the Directorate.

What family members receive

The spouse, parents and children of an IT Visa holder receive a guest visa for the term of his or her visa, extendable without leaving the republic. This is written in the same Resolution No. 408. The card’s benefits extend to family members who hold an IT Visa or an IT Card.

Family rights depend on the main visa: if it is shortened or cancelled, the guest visas lose their basis. A guest visa does not allow work: it gives the right to stay, not to be employed.

How to apply and which documents you need

The application is filed on the it-relocation.uz web portal, and the term of the public service “Application for an IT visa” on the my.gov.uz card is 30 days. The package for a specialist looks like this.

  1. Determine your category and threshold. They set the list of documents and who confirms your details: the employer, the company or the university.
  2. Check your entry visa. If you apply inside the country, it must be a business, guest or compatriot visa issued in non-electronic form.
  3. Submit the application on the portal. Documents are uploaded electronically; the expert group may hold an interview in person or remotely.
  4. Collect the recommendation. It must be collected within three months of the notification.
  5. Obtain the visa. For citizens of countries with a visa regime, the recommendation goes to the internal affairs bodies, which issue and extend the visa.
  6. Sign the employment contract. A specialist or lecturer has thirty working days for this, otherwise the recommendation is cancelled.

The recommendation is also cancelled in other cases: the investment is returned, the company loses resident status, or the startup programme ends. The list for an investor and a founder is different: instead of an employer’s letter they need documents on the investment or stake, and the exact set is clarified when filing.

Tip According to the story on the programme portal, applications are reviewed at monthly meetings, and the founder finished within ten days by filing 7–10 days before the end of the month. Do not leave filing to the last day.

How much the process costs

The law on state duty has no separate rate “for an IT Visa”. Issuing a multiple-entry visa for up to three years is subject to a duty of 14 times the base calculated value, and for up to two years 12 times; these are the rates in the appendix to the Law on State Duty No. ZRU-600.

The base calculated value has been 440,000 UZS since 1 September 2026 (Decree No. UP-115 of 23 June 2026). At this rate the duty for a three-year multiple-entry visa comes to 6,160,000 UZS. Whether it applies to your IT Visa, and in what amount, should be clarified when filing: the service card does not state the sum.

Besides the duty, count translation and certification of income or stake documents, and extension of your current visa while the application is pending.

Do you need a visa to open a company and become an IT Park resident

No. Neither registering a legal entity nor IT Park resident status requires an IT Visa: a resident has other conditions, from a legal entity in Uzbekistan to a business plan. A foreign founder needs an electronic digital signature, and the procedure is covered in the article on how a foreigner can open a company in Uzbekistan.

A visa is needed when you live in the country most of the year, bring your family, hire people and run the company on site. If you only come to register and open an account and run the business from another country, it is an extra step; payments matter more then, and the article on opening a corporate account covers the bank.

How we handle this

Syntra Systems is an IT company from Tashkent and an IT Park resident. We do not handle visas or migration support: that is the work of lawyers and migration consultants. This article collects what can be checked against primary sources and states where each point is written.

Our part of the work begins once the company is running: tracking requests and customers in a CRM, data exchange between systems, servers and workflows. On the technical support page, the nearest services are support for working systems from USD 700 per month and project development from USD 1,500 per month.

Frequently asked questions

Do you need the IT Card if you enter the country visa-free?

According to the IT Park Directorate’s 2022 explanation, a citizen of a visa-free country needs only the IT Card and no IT Visa. For citizens of countries with a visa regime, the card is the basis for obtaining the visa.

How long is the IT Card valid?

Under order No. 3387-1, a recommendation in the form of an IT Card is valid for up to three years. It must be collected within three months of the notification.

What happens if you do not sign an employment contract after the recommendation?

A specialist or lecturer has thirty working days to sign a contract with a legal entity that is a resident of Uzbekistan. If the contract is not signed or is terminated, the recommendation is cancelled.

How long does it take to get a decision on the application?

The term of the public service on the my.gov.uz card is 30 days. According to the story on the programme portal, applications are reviewed at monthly meetings, so filing 7–10 days before the end of the month speeds things up.

Which entry visa should you arrive on to get the IT Visa inside the country?

A business, guest or compatriot visa issued in non-electronic form. You cannot switch to an IT Visa from an e-visa, so the visa type is chosen before the trip.

Can the spouse of an IT Visa holder work in Uzbekistan?

Not on a guest visa: it gives the right to stay, not to work, and the spouse needs a separate basis. Family guest visas run for the term of the IT Visa and lose their basis if it is shortened or cancelled.

The programme site shows USD 10,000 for investors. Is that still current?

No, the threshold in force is the equivalent of USD 30,000. It was set by order No. 3387-1, effective 7 March 2026, while outsource.gov.uz still shows the old figure.

Is the IT Visa suitable for a freelancer with no employer in Uzbekistan?

No: a specialist needs an employment contract with a legal entity that is a resident of Uzbekistan and income from IT work of at least the equivalent of USD 30,000 over 12 months.
