Uzbekistan is chosen for three things: the IT Park tax regime, fast online company registration and a low entry barrier for an exporting IT team. In 2026 each of these advantages came with conditions — a minimum export share, mandatory contributions and the exclusion of several industries from the benefits. Below are ten reasons and what stands behind each of them.
Key takeaways
Export growth is not a slogan but public statistics. In the first half of 2026 IT Park participants sold $392.5 million of services abroad, $90.3 million more than in the same period of 2025.
The honest conclusion: this is not about thousands of relocating companies, but about a few hundred new foreign participants a year and roughly a thousand exporters. For a market of this size that is fast growth, and there is still room on it.
For a new team these numbers carry a practical meaning. The market is already large enough that contractors, accountants and lawyers with real resident experience are nearby, and not yet so large that ten companies fight over every developer. What is worth checking is not the total export figure but how many companies work in your niche and on your markets.
Every advantage here comes paired with a limit: that is how you use them instead of being disappointed in year two.
| Reason | Condition or limit |
|---|---|
| The IT Park tax regime: until 2028 there is no profit tax, VAT, turnover tax or social tax | Resident status is required; the extension from 2028 runs without VAT |
| Reduced income tax on the salaries of a resident's employees | The rate applies until 1 January 2028 |
| Online registration of a legal entity | A PINFL, a legal address and a digital signature are needed before registration |
| A clear, documented procedure for obtaining resident status | After it comes contributions, reporting and an annual audit |
| Exemption from customs payments on equipment imported for own needs | Own needs only, and until 1 January 2028 |
| A reduced tax rate on dividends paid to non-resident founders | Works only with exports above half of total income |
| Growing digital services exports confirmed by statistics | Since 2026 the export share is a condition of the benefits, not just an indicator |
| Most personal data does not have to be stored inside the country | Biometrics, genetic data and telecom subscriber data stay in Uzbekistan only |
| A convenient base for working with Central Asian markets | Each country in the region is a separate jurisdiction with its own rules |
| Banks offer residents special account service tariffs | That is a bank product, not a benefit of the status, and it is switched on by request |
The exemption of technopark residents from all taxes and mandatory contributions to state funds, including social tax, is set by Decree No. UP-5099 of 30.06.2017 and runs until 1 January 2028. The same decree fixes the reduced flat personal income tax rate on the salaries of a resident's employees.
After that the regime changes. Under Decree No. UP-157 of 14.10.2024 the benefits are extended from 1 January 2028 to 1 January 2040, but excluding VAT and only for residents whose exports exceed half of total income for the calendar year. The phrase "zero taxes until 2040" is wrong, and a budget cannot be built on it.
Specific rates, mandatory contributions and a worked example of the saving are covered separately in the article on the taxes of an IT Park resident.
What is fast here is registration of the legal entity itself. The public service "Registration of a new business entity" on the unified government services portal is delivered in real time but no longer than 30 minutes — that is how the Ministry of Justice describes the term in the service card.
The full route is longer than the registration: the founder's PINFL, a legal address, a digital signature, a corporate account, an accountant, and only then the IT Park application. Each step depends on how ready the documents are, and we will not promise an overall timeline. The sequence and the paperwork are covered in the article on opening a company as a foreigner.
Tip Count the month boundary, not the registration days. A resident's tax benefits apply from the first day of the month following entry into the Unified Register, so build the date plan backwards from the end of a month.
Uzbekistan is often described as a cheap launch with affordable developers, yet the specific figures in such texts are usually unverified. There are only a few checkable cost lines at the start, and they are best calculated for your own case.
On talent it is more useful to look at how the programme itself is built. The list of permitted resident activities includes ICT education, and the condition for extending benefits for such companies is directly tied to graduates being employed by exporting companies. The state links education to exports, and that is a firmer signal than talk about salaries.
Check the salary range for your own stack yourself — through vacancies and offers, not through overviews. The spread between specialisations is wide, and a market average says nothing about hiring a particular team.
For a product company it matters where user data physically sits. Since 27 March 2026, after the amendments introduced by Law No. ZRU-1125, mandatory storage inside Uzbekistan covers only biometric and genetic data and data of telecom operators' users. Other personal data may be held abroad under the conditions of article 27-1.
That noticeably simplifies architecture: a team is not obliged to duplicate the whole infrastructure inside the country. A detailed breakdown of the requirements and the choice of a platform is in the article on cloud and servers in Uzbekistan.
The second important document is Cabinet of Ministers Resolution No. 415 of 29.07.2026, in force since 3 August 2026. It approved the list of countries with adequate personal data protection: 49 states, with the United States included only for participants of the EU-US Data Privacy Framework, and with Kazakhstan, Turkey, the UAE and China absent from the list. When choosing a foreign cloud, check the location against this list before the move, not after.
By mid-2026 the export geography of IT Park residents covered 102 countries, so working from Uzbekistan does not lock a company into the region. The neighbouring market is a separate topic though: Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan remain independent jurisdictions with their own rules on registration, taxes and data processing.
The accurate wording is this: Uzbekistan is convenient as a base for the team and the contracts, but entering each neighbouring country is a separate project, not a consequence of IT Park resident status.
This is the list that keeps the article from turning into an advertisement. Go through it before making a decision.
The decision comes down to one question: will the company have exports, and what share will they reach. Everything else is detail.
Syntra Systems is an IT company from Tashkent and an IT Park resident. We went through this route for ourselves and live in the same regime described above: contributions, reporting, the annual audit and the export conditions. That is why our articles cite deadlines and rates with links to documents rather than from memory.
Legal support and tax advice are not our work. We build what a company needs after the move and the launch: a CRM and lead tracking, systems connected to each other, servers, data for reporting. From the technical support page, the closest services are support of working systems from $700 per month and project development from $1,500 per month.
If the country is already chosen, the order is this: registering the company, then obtaining IT Park resident status with its obligations and deadlines.

The verifiable figures are more modest and still show growth: in the first half of 2026, 1,050 IT Park resident companies worked on foreign markets, and 297 new residents with foreign capital joined during that half-year. That is hundreds of companies a year, not thousands of relocations.
No, a company can operate in the general tax regime. But it is the status that brings the special rates, exemptions and customs benefits: without it, registering an IT company in Uzbekistan gives no special conditions compared with any other business.
Entirely — unlikely. Registration itself on the government services portal takes up to 30 minutes, but before that you need the founder's PINFL, a legal address and a digital signature, and the signature is issued against documents inside the country; banks may also require the director to appear in person.
They are extended to 1 January 2040, but excluding VAT and only for residents whose exports exceed half of total income for the calendar year. Companies without exports move to the general regime after 2028.
Nobody can honestly name an exact figure: it depends on the legal address, the bank, the accountant and the office. Count specific lines instead — registration, address, digital signature, account servicing, accounting, and the mandatory annual audit for a resident.
Mandatory in-country storage covers only biometric data, genetic data and telecom subscriber data — everything else can be stored abroad under the conditions of Article 27-1. Since 3 August 2026 a list of countries with adequate protection has been in force (Resolution No. 415): 49 countries, with the US included only for EU-US Data Privacy Framework participants, and Kazakhstan, Turkey, the UAE and China not on it.
For the IT Park tax regime, no longer. Since 1 April 2026 payment organisations, payment system operators, marketplaces and microfinance organisations do not apply residents' tax and customs benefits, so the economics of such a project must be calculated in the general regime.
